Let's think this through.
An ulcer is like an open sore in the lining of the mucosa of the stomach. Now, imagine you had the same kind of open sore on your arm. Would you put vinegar on the sore on your arm? Think it would sting? However, if you diluted the vinegar ENOUGH, then it could be anti-septic/cleansing to the open sore.
So, the main concern when considering using vinegar for an ulcer is the strength. Diluted real well should make it safe enough. Personally, I know there are other underlying circumstances involved with the presence of stomach ulcers. I'd probably use other methods.
